After the head of the Wagner mercenary group promised to overthrow Russia’s military leadership and claimed possession of a crucial military headquarters in the south, Russia on Saturday announced an “anti-terrorist operation regime” in Moscow and the surrounding area.

The nation’s national anti-terrorist committee declared in a statement that “an anti-terror operation regime has been introduced with a view to preventing potential terrorist acts on the territory of the city of Moscow and the Moscow region.”

What is the Wagner group?

The Wagner Group is a Russian paramilitary group, formally known as PMC Wagner (Wagner Private Military Company). It is regarded as a private military company (PMC), mercenary network, or de facto private army of Yevgeny Prigozhin, a former close ally of Russian President Vladimir Putin. It supports Russian interests, receives materiel from the Russian Ministry of Defence (MoD), and has trained at facilities owned by the MoD. Despite not being ideologically motivated, the Wagner Group has been associated with different elements of neo-Nazism and far-right extremism.

Many believe that the Russian government used the Wagner Group to conceal the true toll and monetary expenses of its international actions as well as to provide plausible deniability. In 2014 and 2015, the group gained notoriety by assisting pro-Russian separatist forces of the self-declared Donetsk and Luhansk People’s Republics during the Donbas conflict in Ukraine. According to reports, its contractors have fought in numerous conflicts throughout the world, including the civil wars in Mali, Syria, Libya, the Central African Republic, and Syria, frequently supporting the Russian government. In the places where they are stationed, Wagner agents have committed war crimes. The charges include torturing alleged deserters as well as raping and robbing civilians.

European nations keep a careful eye on the situation in Russia.

Charles Michel, the president of the European Council, stated on Saturday that he was “closely monitoring” the situation in Russia and that he was in contact with other G7 members and leaders of the European Union.

According to a person with direct knowledge of the situation, Secretary of State Tony Blinken spoke by secure conference call this morning with a number of Western foreign ministers to discuss the deteriorating situation in Russia.

Josep Borrell, the EU’s high representative for foreign affairs, tweeted to confirm the call.

I spoke on the phone with the foreign ministers of the G7 to discuss the situation in Russia. I am coordinating inside the European Union and have activated the crisis response center ahead of the EU Foreign Affairs Council on Monday, Borrell added. “Our assistance to Ukraine is unwavering”.
